Understanding the Stray Dog Case: A Call for Compassionate Solutions

According to a report by SCC Times, the Supreme Court took suo motu cognizance of a newspaper article titled “City Hounded by Strays, Kids Pay Price” in the Times of India on July 28, 2025. This article highlighted a significant increase in dog bite incidents, particularly affecting children and the elderly in Delhi and the NCR. The court expressed deep concern over the reported daily average of 20,000 dog bite cases across the country, with 2,000 of these occurring in Delhi alone.
In response, a two-judge bench on August 11, 2025, issued a series of directives, including the removal of all stray dogs to shelter homes and a ban on their re-release. The court emphasized the need for public safety, especially for the most vulnerable citizens. It also called on animal lovers to responsibly contribute to the care of these dogs in shelters and pounds, rather than engaging in “virtue signaling.”
However, the matter was transferred to a larger three-judge bench after several lawyers raised concerns that the directives conflicted with previous orders. The new bench, as of August 14, 2025, has reserved its order on pleas seeking a stay on the previous directives.
